Upper Harbor Terminal gets go-ahead from committee after neighborhood pushback

The project has been in the works since 2016, led by developer United Properties, Thor Construction and First Avenue Productions, which plans to operate an amphitheater at the site. Residential housing and a hotel could also be included in the development.
