In Arden Hills stalemate, city and county can't even agree on how to disagree

The Arden Hills City Council won't consider bringing in an arbitrator to resolve its dispute with Ramsey County over the future of Rice Creek Commons, the giant development project that will replace the Twin Cities Army Ammunition Plant site — or might replace it, if anybody can ever agree on how to proceed.
