New state order on Duke Energy's coal-ash cleanup could significantly increase costs

The ruling Monday by the N.C. Department of Environmental Quality is likely to significantly increase Duke Energy's costs for closing its North Carolina coal ponds, perhaps driving them above $10 billion.
