In his annual letter to shareholders, JP Morgan Chase CEO Jamie Dimon noted that 40% of Americans don't have $400 saved for an unexpected expense. "Governments must be better and more effective — we cannot succeed without their help," he wrote, but "the rest of us could do a better job, too."
