Former DHS official on CBP declaring 'full-blown' border emergency: Authorities at point of 'desperation'

The head of U.S. Customs and Border Protection declared Wednesday that there is a "full-blown emergency" at the southern border, as the number of migrants apprehended skyrocketed last month to levels not seen in over a decade.
