Feds block tax breaks for donating to these charitable state funds

The IRS and Treasury Department have blocked a move by blue states to craft a workaround to the Tax Cuts and Jobs Act limiting state and local tax deductions on tax returns, saying that receipt of a SALT credit in return for making such a contribution would constitute a quid pro quo.
