David Free of Meaford Brings Financial Order

David Free of Meaford has had success as CAO at two Ontario Municipalities.

SIMCOE, ON, June 06, 2014 /24-7PressRelease/ -- David Free of Meaford is a highly accomplished man who has devoted many years of his life to government service. He has been the Chief Administrative Officer for the Canadian Municipality of Magnetawan, and the CAO/Chief Financial Officer for the Municipality of Meaford. He also served as Senior Executive Consultant to the Canadian School of Public Service, the main educational institution for the Government of Canada.

During his tenure as the Magnetawan Chief Administrative Officer, David Free of Meaford was credited with securing the Ontario municipality with a large grant from the Building Canada Fund. The grant, totaling over two million dollars, was earmarked for the construction of a new municipal complex. David Free of Meaford said the complex would be home to a new public works garage and office.

Magnetawan Mayor Dick Smith was thrilled by news of the grant approval. "We are really pleased and quite excited about this announcement, about the money being awarded to the municipality, and we are looking forward to getting this project moving," he said.

David Free of Meaford was equally enthusiastic about the news. "This is great news from a financial perspective," he said. He added that he was just as pleased about the approval of another grand, for money for the reconstruction of an area road. That grant totaled some $630,000.

The two projects were both thought to be several years into the future. But securing the Building Canada Fund grants made them priorities, and David Free of Meaford got much of the credit.

David Free of Meaford also had some good news about tax rates in Magnetawan. He said he and his staff had done advance work on future Magnetawan budgets, "so that there will be no impact on taxpayers."

Prior to his tenure in Magentawan, David Free of Meaford served in a similar capacity in the Municipality of Meaford, where he had similar successes with its spending plans. As its CAO and Treasurer, David Free of Meaford developed a budget that ensured Meaford would have a stable tax rate for the fourth year in a row. The Municipal Council had a mandate to keep the Meaford tax rate from going up.

"Think about what [David Free of Meaford has] accomplished since he was hired in April," said a columnist for the Meaford Express, "He produced a budget with no tax increase. He has spearheaded a drive to clean up the Municipality's chaotic accounting system...he has also single handedly saved the Municipality of Meaford from financial disaster."

David Free of Meaford told the Council that the 2007 budget he was presenting them with included no grant losses, increased revenues in user pay systems, an improved cash flow from the recovery of unfinanced capital, and less debt than he had anticipated.

"We set out with many objectives, and we achieved most of them," David Free of Meaford said.

"I could go on with more accomplishments, but I don't think I need to," the Express columnist concluded. "Free has the experience, the track record, and the ability to get the job done."
