WASHINGTON, May 22 (Reuters) - U.S. President Donald Trump on Tuesday floated a plan to fine ZTE Corp $1.3 billion and shake up its management, as U.S. lawmakers vowed to block sanctions that crippled the Chinese telecommunications firm.
