City implements Enterprise Permitting & Licensing to improve business and resident interactions
Tyler Technologies, Inc (NYSE: TYL) today announced that the city of Homestead, Florida, has launched Tyler’s Enterprise Permitting & Licensing cloud platform, powered by Amazon Web Services (AWS), after a seven-month, on-time and on-budget implementation. This first phase of implementation replaces Homestead’s legacy system, providing a modern, fully-integrated platform that streamlines permitting, licensing, and code enforcement. It also provides a citywide payment processing solution using Tyler’s Payment platform that will allow customers to make payments across all departments.

We are now positioned to automate and accelerate licensing and 58 other processes to better serve our community.”
Tyler’s Enterprise Permitting & Licensing’s platform enables the efficient workflow of simultaneous regulatory reviews by multiple departments, reducing the time required to issue permits and licenses. The city of Homestead has elected to utilize DigEplan for an integrated markup and annotation of digital plans within the process.
The new system will also allow for the validation of signed and sealed drawings and automated routing of projects. Tyler’s flexible payments platform means the city can accept payments from any third-party site that provides an invoice, accept miscellaneous payments, and leverage native integration with Enterprise Permitting & Licensing. Using the solution’s intuitive guided community portal to access services:
- Contractors can complete online registrations and upload drawings and documents
- Homeowners can apply for residential building permits
- All users can track code compliance violations and securely pay fees
Tyler’s software supports every aspect of planning, permitting, inspections, code enforcement, and compliance. By unifying back-office and public-facing programs, the system eliminates duplicative workflows and ensures a single, reliable source of truth for all stakeholders.
