Booz Allen Awarded $315 Million Rapid Prototyping Contract to Transform Command and Control for the U.S. Air Force

Partnering with L3Harris to Enable Combined Joint All-Domain Command and Control

Booz Allen Hamilton (NYSE: BAH) today announced it was awarded a $315 million contract with a maximum performance period of up to five years to deliver the Advanced Battle Management System (ABMS) Distributed Battle Management Node (DBMN) Phase II Tactical Operations Center-Light (TOC-L) prototype for the Department of the Air Force Program Executive Office for Command, Control, Communications, and Battle Management (DAF PEO C3BM). Booz Allen is partnering with L3Harris Technologies (NYSE: LHX) for this rapid prototyping effort aimed at enabling Combined Joint All-Domain Command and Control (CJADC2).

TOC-L is a battle management mission system designed to enhance tactical decision making through rapid relocation and deployment of command and control (C2) capabilities. Booz Allen’s TOC-L prototype will use the company’s Modular Detachment Kit (MDK) concept as its foundation to securely connect sensors, decision makers, and weapons at the edge. MDK is a fielded capability that has demonstrated significant mission impact in live-fire exercises and operational deployments.

“With Modular Detachment Kit, we launched an investment to develop a C2 solution that met the expectations of the warfighters on our team, many of whom continue to serve in National Guard and Reserve duties,” said Steve Escaravage, president of Booz Allen’s Defense Technology Group. “The resulting solution was engineered to meet the nuanced needs of today’s mission and operating environments—balancing flexibility, security, and intuitiveness in use. After successful demonstrations at 20 large-scale exercises and experiments, we are excited to apply the full extent of our engineering, manufacturing, and production capabilities to achieve the potential of this program.”

To accelerate the development and fielding of this critical capability for the nation’s warfighters, Booz Allen will leverage its C2 Tech Facility in North Charleston, South Carolina and its Flagship Engineering Facility in Panama City Beach, Florida. These are part of the company’s network of more than 20 U.S.-based tech facilities nationwide.

Booz Allen is partnering with L3Harris—a proven leader in mission system integration, scalable sensors, tactical communications, and cyber sustainment—to further enhance DAF PEO C3BM’s mission. By combining strengths in tactical radios, datalinks, and waveform development with Deployable Digital Infrastructure expertise, L3Harris will support sustainment and modernization of TOC-L across multiple combatant commands.

DAF PEO C3BM's mission is to deliver an integrated DAF Battle Network, the Department of the Air Force’s contribution to CJADC2. DAF PEO C3BM is tasked with creating an architecture for the DAF Battle Network that enables rapid integration of new technologies, processing infrastructure, software applications, algorithms, and data flows at low switching costs to integrate best-of-breed commercial technology while outpacing adversary capabilities. Booz Allen and L3Harris will collaborate to support DAF PEO C3BM’s mission through rapid prototyping and deployment of TOC-L to the warfighter.
