Illinois American Water Completes Acquisition of City of Madison Wastewater Collections System

Acquisition Adds Approximately 1,500 Wastewater Customers In Company’s Metro East Footprint Near St. Louis;

Over $9 Million In Capital Investments Planned During Next Five Years.

Illinois American Water, a subsidiary of American Water, announced today it has completed its acquisition of the wastewater collections system of the city of Madison for $3 million. The wastewater system acquisition adds approximately 1,500 customers to the company’s footprint in the Metro East area near St. Louis and follows approval of the Illinois Commerce Commission. Illinois American Water has provided water service in Madison for more than 125 years.

We have provided water service in Madison and the Metro East for more than 125 years and continue to expand our footprint in wastewater services in the state,” said Illinois American Water President Rebecca Losli. “We are well positioned to leverage our resources and expertise to address both their water and wastewater needs for years to come.”

In recent years, Illinois American Water has purchased the wastewater system assets of Alton, Granite City, Godfrey, Grafton, Jerseyville, Shiloh and Metro East Sanitary District in the Metro East.

Illinois American Water is planning $9.1 million in capital investments in the Madison wastewater collections system during the first five years of ownership. Improvements will include upgrades in the collection system, lift station improvements and control and security enhancements at both the pump and lift stations.

“System improvements will be made so that we can continue to meet the wastewater service needs of our customers in the community and meet all regulatory requirements,” added Losli. “We implement our capital improvements with our customers’ best interests in mind.”

The Illinois Commerce Commission approved the Asset Purchase Agreement between Illinois American Water and the City of Madison on September 18, 2025. Illinois American Water hosted a customer open house at the Madison Fire Station on the wastewater system sale on September 3, 2025.

Madison businesses and residents will be receiving additional information in a direct letter from Illinois American Water about their water and wastewater service. Customers will be able to take advantage of the company’s customer service benefits, including online account management and billing information via Illinois American Water’s self-service website, MyWater. Bills can be paid to Illinois American Water by mail, automatic payment, phone or at an authorized payment location.

Illinois American Water also offers two customer assistance programs for qualifying customers needing help paying their bills. The H2O Help to Others Program, which is administered by the Salvation Army and supported by company and customer contributions, provides supplemental funding to customers who qualify. Illinois American Water has also partnered with Dollar Energy to provide an Income-based Discount Program, in which approved water and/or wastewater customers can receive a monthly discount on their bill.
