InterTabac Opening Spotlight: Alishan Group Extends “Serving the Industry” Invitation, Redefines Tobacco Contract Manufacturing with Open Patents and Modular Capacity

InterTabac Opening Spotlight: Alishan Group Extends “Serving the Industry” Invitation, Redefines Tobacco Contract Manufacturing with Open Patents and Modular Capacity

-- While the global tobacco industry continues to struggle under the triple pressures of tariffs, geopolitical tensions, and soaring raw material costs, Alishan Group set off fireworks today at InterTabac with a “full-chain warhead.” At the 2025 Dortmund International Tobacco Fair (InterTabac), which opened on September 18, the industry’s “hidden giant” with over 20 years of expertise and hundreds of core patents, unveiled its global, all-category, full-chain modernized tobacco manufacturing “flagship” for the first time. The move allows major clients and emerging brands alike to set sail together, with zero time lag.

“Cheaper than local factories in Germany, yet with delivery times cut in half!” This repeatedly proven conclusion has become the strongest magnet drawing global exhibitors to Alishan Group’s booth. On display is a fully modular “Lego-style” assembly system covering the entire chain, from traditional cigarettes, e-liquids, disposable e-cigarettes to HNB (heat-not-burn) production lines. Front-end R&D, e-liquid customization, compliance testing, brand operations, and printing production operate in parallel, enabling a sketch to be transformed into a market-ready bestseller in as little as 45 days.

Traditional Cigarettes: Taiwanese Heritage and Subtropical Flavors

Alishan Group’s Miaoli Cigarette Factory in Taiwan, the island’s only premium bonded cigarette facility, sits on a 40,000-square-meter site in Houlong Township, Miaoli County. With deep expertise across the core chain of R&D, production, brand services, and technology transfer, and backed by leading global raw material suppliers, the Group has built well-known brands such as Alishan and Dahua, distributed in more than 60 countries and regions worldwide, securing its position as one of Southeast Asia’s leading integrated tobacco suppliers.

In the traditional cigarette sector, the Miaoli factory sources premium tobacco leaves from world-renowned regions between the Tropic of Cancer and Tropic of Capricorn. With high procurement standards, it produces Chinese-style, English-style, flue-cured, blended, and specialty-flavor cigarettes, with an annual capacity of 2 million cases (50 cartons per case) and room for further expansion. Using biodegradable paper packaging, eco-friendly water-based inks, starch-based adhesives, and natural wood-pulp acetate fibers, the factory also develops activated carbon filters, capsule filters, and specialty filter rods, delivering fully organic cigarette products. A variety of pack types, including medium-length, slim, and can packaging, are offered to meet diverse consumer needs worldwide.

In line with global trends in cigarette flavor development, the Group has independently developed automated capsule filter technology and moisture-retention capsule systems, which not only hydrate the smoke but also enhance its aroma. This significantly enriches the flavor profile and improves the overall smoking experience. With fully in-house production of capsule flavor additives, the Group can ensure stable self-supply while meeting personalized customization needs in appearance design, color, and flavor.

In areas such as flavoring, filter tubes, and filter tips, Alishan applies modular and flexible production, protecting the tobacco’s natural aroma by using only physical extraction methods for pure botanical essences, ensuring consistent quality and stable sensory profiles.

In addition, the factory has carried out specialized research in the design, R&D, and production of various tobacco and packaging materials, building a complete printing product matrix that includes cigarette packs, tipping paper, inner liner paper, frame paper, and filter tips. Its packaging and printing processes strictly comply with international tobacco control conventions, significantly enhancing both the quality and safety of product packaging.

New Tobacco: Dedicated to Herbal Extraction with Hundreds of Patents

In the e-cigarette sector, drawing on years of service to leading international brands, the Group offers both disposable and pod-based products. Crucially, it does not rely on external OEMs – its independently developed and manufactured e-liquids ensure product uniqueness at the source.

Alishan’s proprietary e-liquids use natural nicotine and botanical extracts as core ingredients, enhanced through advanced technologies such as supercritical CO₂ extraction, molecular distillation, and aerospace-grade freeze-drying to improve aroma retention, ensuring cleaner vapor, smoother delivery, and longer-lasting flavors.

In the HNB sector, backed by nearly 100 patents, the Group has developed its proprietary “Herbal Condensed Core” using advanced botanical particle selection and forming technologies. This enables the creation of Chinese-style, blended, and specialty flavors, delivering a natural and diverse taste experience that has won wide acclaim. The product range focuses on granular and flake formats, offering high flexibility and full compatibility with the vast majority of HNB devices on the market. Standard aluminum foil and other packaging formats are available to meet the needs of different consumer groups. The Group has also established one of the world’s leading reserves of solid-state HNB production capacity. Product innovations such as integrated cartridge sealing and filling, natural wood-pulp paper, 280° precision heating control, botanical aroma granules, hollow cooling channels in golden ratio, 3D airflow structures, and honeycomb microporous filters have made these products widely recognized and well received in the market.

Three Shared Services: Doing the Right Thing in a Contested Industry

“When global tariffs keep climbing, we help customers cut total costs instead,” revealed Alishan Group’s Europe Regional Head. By dynamically coordinating its three major production bases in Taiwan, Dongguan, and Shenzhen, the Group leverages global supply chain platforms and secure access to core materials to deliver cost-efficient brand incubation for clients.

This reflects Alishan’s long-standing philosophy of “doing the right thing in a contested industry.” As global economic conditions evolve, this principle has expanded beyond raising consumer product standards to expressing genuine goodwill toward peers across the industry.

Alishan Group is now opening up its 20+ years of laboratory data, compliance pathways, and flexible production lines to brand owners, distributors, and even fellow manufacturers, to jointly address issues of tariff volatility, rising raw material costs, and regional supply chain uncertainties.

Competition, in Alishan’s view, is no longer about replacement, but about dividing delivery pressure into shared modules, letting experts handle what they do best, while making both profit and risk transparent. Under the “Serving the Industry” framework, Alishan has restructured its strengths into three pillars: technology sharing, capacity sharing, and compliance sharing.

“We don’t just export standardized products, but also standardized interfaces. Any partner can hand us the hardest part and keep the part they know best – the market – for themselves,” explained staff at the booth.

Against the backdrop of a steadily rising cost curve in the global tobacco industry, Alishan’s “Serving the Industry” model transforms closed capacity into shared infrastructure. This not only helps clients diversify risk but also amplifies the marginal benefits of the Group’s patents and production lines, potentially offering a new reference model for traditional OEM practices.
