Arizona Technology Council Adds Executives from Alliance Bank of Arizona, The University of Arizona and Intel to Board of Directors

PHOENIX - Aug. 1, 2025 - PRLog -- The Arizona Technology Council announced it has appointed Sarah Femenia, commercial banker, Alliance Bank of Arizona; Tomás Díaz de la Rubia, senior vice president for Research and Partnerships, The University of Arizona; and Daniel Rodriguez, corporate vice president and general manager of the Edge Computing Group, Intel, to the Council's board of directors. At the Council's quarterly board meeting on July 31, the new board members were elected unanimously to serve three-year terms.

In addition, Christine Boles, independent technology industry consultant, MC Consulting Services LLC, and Anne Dougherty, president, ILLUME Advising, an E Source Company, were reelected to the board to serve three-year terms.

"Sarah, Tomás and Dan bring critical expertise from banking, research and leading‑edge computing, and will be outstanding additions to our board," said Steven G. Zylstra, the Council's president and CEO. "This slate of directors will help our board continue its vital advisory role in shaping the state's innovation economy. We're thrilled to have them join us and look forward to their contributions."

The board of directors serves an advisory and fiduciary role by representing the interests of the state's technology sectors in the Council's strategic planning and ongoing operations. The current board consists of 31 members representing a diverse set of organizations.

New board member biographies include:

Sarah Femenia, commercial banker, Alliance Bank of Arizona

Sarah Femenia was born and raised in Arizona. She holds a bachelor's degree in finance and economics from Grand Canyon University and has been in banking for about 12 years, with the past four proudly spent at Alliance Bank of Arizona as a commercial banker. When she's not working, she can be found out on a run, planning her next race or spending quality time with her husband.

Tomás Díaz de la Rubia, senior vice president for Research and Innovation, The University of Arizona

Tomás Díaz de la Rubia is a science and technology leader, strategist and administrator with extensive experience in national laboratories, academia and the private sector. He is senior vice president for research, innovation and impact at The University of Arizona, an Association of American Universities member and Carnegie R1 institution executing more than $1 billion in annual research expenditures across many areas critical to Arizona's and the nation's economic prosperity and national security. Díaz de la Rubia also is a full professor of materials science in the College of Engineering at the university. He has served as the deputy director for science and technology and chief research and development officer at Lawrence Livermore National Laboratory, a U.S. national security center focused on ensuring the safety, security and reliability of the nation's strategic nuclear deterrent. He was a director in the Strategy and Operations Energy practice at Deloitte Consulting, senior vice president and chief scientific officer at Purdue University, and vice president of research and partnerships at The University of Oklahoma.

Daniel Rodriguez, corporate vice president and general manager, Edge Computing Group, Intel

Daniel Rodriguez is corporate vice president and general manager of the Edge Computing Group at Intel Corporation. He leads the organization that delivers and scales products across the Edge through a variety of industry sectors. Rodriguez is responsible for the group's industry solutions, business strategies and ecosystem engagements that are driving digital transformation of the Edge. He previously was the corporate vice president and general manager of the Network and Edge Solutions Group, where he was responsible for driving solutions and business strategies for the transformation of the 5G network and buildout of the Edge. During more than 25 years at Intel, Rodriguez has held various leadership roles focused on the network and Edge. He holds a bachelor's degree in finance from Arizona State University and earned his MBA from the University of Southern California.​​
