Azure IAM has released a guide for IT leaders and IAM architects planning MIM-to-SailPoint IdentityIQ migration, covering discovery, rule conversion, .NET rule extensions, workflow translation, and validation steps.

The release follows the end of life of SharePoint Server 2019 - which the MIM Portal relies on - on July 14, 2026. While MIM 2016 SP2 support continues until January 10, 2029, its portal platform is no longer supported. Out-of-support software does not receive security updates, and Verizon’s 2026 Data Breach Investigations Report identified vulnerability exploitation as the most common initial access vector, accounting for 31% of breaches.
Azure IAM explains that the migration process begins with discovery, since MIM deployment logic may be distributed across synchronization rules, workflows, the MIM Portal, and compiled .NET code, with some logic undocumented. The guide uses the MIM Configuration Documenter report as a starting point for identifying what needs to be migrated.
After discovery, parsers - not language models - translate synchronization rules and workflow expressions, ensuring that the same input yields the same output. Each translated rule retains its original MIM expression for review.
For rules extensions where source code is unavailable, the guide describes decompiling compiled assemblies and translating the recovered logic. Functions that cannot be safely translated remain as marked scaffolds. As the guide notes, “A scaffold is an honest deliverable. Confidently wrong identity logic is not.”
The process is demonstrated with Microsoft’s Contoso sample estate, where two reports generate 86 files across eight management agents. Of 18 generated rules, six are completed while 12 remain as scaffolds.
Validation is addressed through a parallel run before cutover. While MIM continues to handle changes to connected systems, IdentityIQ produces the changes it would make, enabling comparison before transitioning to production. Azure IAM states that the engagement is offered for a fixed fee, with scope determined by the current MIM deployment.
