About Mr. Paul Looney
Mr. Looney is a distinguished senior environmental scientist with Water Resource Associates LLC, where he has worked since 2021. With more than 35 years of experience, he has earned a reputation for his expertise in ecology, environmental science and marine biology. In his current role, he manages approximately 25 projects, ensuring they remain within budget and provide a benefit to the client. He also oversees the quality control of reports related to listed species, wetlands, water quality and permits.
To prepare for his career, Mr. Looney earned a bachelor's degree in biology from Penn State University and a Master of Science in coastal zone studies from the University of West Florida. He was inducted into the Phi Kappa Phi honor society and holds certifications as a Certified Environmental Professional, Senior Professional Wetland Scientist and Certified Senior Ecologist.
Mr. Looney's career began in 1969 as a seaman with the Woods Hole Oceanographic Institution. His path then led him to Anadrill Schlumberger, where he held various roles from 1980 to 1988. These roles included well-logging unit manager, software testing manager and drilling planning center manager for Southeast Asia and Australia.
In 1992, Mr. Looney transitioned to the Florida Department of Environmental Protection as an environmental specialist. The move marked the start of his environmental career. He later worked with companies such as Ecology and Environment Inc., The Environmental Company Inc., Volkert Inc. and SCALAR Consulting Group Inc. In 2015 he joined Water Resource Associates LLC and is currently employed managing the Pensacola Office.
Impactful Projects
Throughout his career, Mr. Looney has been involved in several significant projects. One of his proudest accomplishments was his work on a coastal restoration project to rebuild a coastal peninsula south of Bayou La Batre, Alabama. This project protected the coastal habitat in Little Bay after Hurricane Katrina breached the peninsula protecting oyster and seagrass habitats. The breach threatened the destruction of coastal wetlands within the 5,440-acre Grand Bay Savannah Wildlife Management Area. The project won six separate awards, including the 2011 Gulf Guardian Award from the U.S. Environmental Protection Agency.
Mr. Looney was also instrumental in the Environmental Impact Statement for the Choctaw Point Container Terminal project for the Alabama State Port Authority, which won the 2010 Engineering Project of the Year and the 2009 Environmental Award for mitigation.
Mr. Looney's work has extended internationally. He completed a biotope survey in Ramstein, Germany, and an ecological life cycle analysis for the European chameleon in Rota, Spain. He is also recognized as a nationwide expert in the National Environmental Policy Act, having worked on several large-scale public works environmental documents for United States Army Corps of Engineers districts across the U.S.
Mr. Looney has received numerous awards, including the Norm Arnold Award for Outstanding Service from the National Association of Environmental Professionals in 2024 and Environmental Professional of the Year from the Florida Association of Environmental Professionals in 2015. He's an active member of various industry organizations, including the National Association of Environmental Professionals, the Academy of Board Certified Environmental Professionals, the Ecological Society of America, the Society of Wetland Scientists and the Society for Ecological Restoration. He is currently serving his third year as the Co-Chairman of the Technical Committee for the Pensacola and Perdido Bays Estuary Program. He is also a member of the Professional Advisory Committee for Escambia County, Florida, contributing to updating the County Design Standards Manual.
A Passion for the Environment
Outside of his professional work, Mr. Looney enjoys travel, music, writing poetry, playing Frisbee golf, working in his yard, and being an active member of the Northwest Florida community. He attributes his success to his determination to overcome obstacles and his passion for environmental conservation.
Mr. Looney continues to find joy in his career and maintains positive relationships with his colleagues.
