Rexxfield today announced an expansion of its leadership team as the company strengthens its mission to investigate cyber-enabled financial fraud, online impersonation, and digital harassment. The organization has appointed Stephen Dougherty as Chief Executive Officer, Ronnie Tokazowski as Chief Technology Officer, and Anna Hulst as Senior Partner and Lead Investigator.

The leadership team brings more than 40 years of combined experience in cyber investigations, threat intelligence, and complex fraud disruption, spanning thousands of cases across North America, Europe, Africa, and Asia.
The Leadership Team
Stephen Dougherty — Chief Executive Officer
Dougherty joins Rexxfield following a distinguished career with the U.S. Secret Service, where he founded the Business Email Compromise (BEC) Mission Desk and helped establish the Global Investigative Operations Center (GIOC). He has worked more than 3,000 BEC cases, coordinating closely with financial institutions, law enforcement, and international partners to identify fraud actors and prevent large-scale financial losses. Dougherty received several of the agency’s highest honors, including the U.S. Secret Service Employee of the Year Award, two DHS Secretary’s Gold Medals of Excellence, and two Director’s Impact Awards. As CEO, he will guide Rexxfield’s strategic direction, global partnerships, and investigative oversight.
Ronnie Tokazowski — Chief Technology Officer
Tokazowski brings 15 years of experience in threat intelligence, malware analysis, and cyber-fraud disruption. His research has contributed to multiple high-profile investigations involving organized fraud groups such as Scattered Canary, Exaggerated Lion, and Cosmic Lynx. He has also led efforts resulting in the removal of more than 2 million fraudulent social media accounts used in global scam operations. As CTO, Tokazowski will lead the development of Rexxfield’s investigative tooling, intelligence methodologies, and technical strategy across its fraud-disruption initiatives.
Anna Hulst — Senior Partner & Lead Investigator
Hulst has spent more than a decade identifying anonymous offenders involved in defamation, impersonation, sextortion, cyber harassment, and wrongful-accusation cases. She is recognized for her expertise in psychology-informed pretexting, advanced OSINT targeting, and digital identity attribution. Hulst’s investigative work supports civil litigation, criminal prosecution, and the unmasking of offenders who rely on VPNs, burner phones, and anonymized accounts. Her leadership continues to anchor Rexxfield’s work in victim protection, evidence development, and the restoration of online reputational integrity.
