The Center for Human Capital Innovation (CHCI) has been awarded a 10-year contract for the HR Solutions Personnel Lifecycle Solutions (PLS) Indefinite Delivery and Indefinite Quantity (IDIQ) contract. This contract is designed to be used by all DoD agencies; it can also be used by any federal agency by signing the Army’s memorandum of agreement.

Scope of Work

The totality of the awards is $2.5 billion. The contract spans a 5-year base period through 2023, with extensions available till 2028.

The scope of the IDIQ contract includes provisions for the support of enterprise-level HR services and management across a broad spectrum of Department of Defense programs including:

• Addressing and filling manpower needs
• Organizational change and structure efforts
• Ongoing and impactful training and development programs
• Compensation plans and matrices
• Wellness and sustainment plans
• Deployment logistics
• Data administration
• Transitions in and out of service
