City of Timpson Approves Water Quality Program

In Partnership with E3, University of Houston, and Performance Rebuilding

TIMPSON, TX / ACCESS Newswire / September 9, 2025 / The Timpson City Council and Mayor have unanimously approved a groundbreaking water quality improvement program designed to deliver bottled-water-level purity to the city's 1,578 residents. This effort combines cutting-edge treatment technology, responsible financing, and academic collaboration to resolve long-standing water safety concerns.

Prompted by a 2025 Texas Commission on Environmental Quality (TCEQ) violation notice citing elevated disinfection byproducts, the program directly addresses excessive concentrations of total trihalomethanes (TTHMs) and haloacetic acids (HAA5) in the city's groundwater system. In recent tests, TTHMs averaged 106.1 parts per billion (ppb)-well above the federal legal limit of 80 ppb. HAA5 levels also exceeded guidelines, raising potential health risks.

To address these issues, the city has partnered with E3 Design Build Contractors and Wiggins Engineering, with funding provided through the Performance Rebuilding Program, an innovative model that uses long-term infrastructure savings to support upfront investment.

Key Components of the Approved Program:

  • BICARBUS Molecule Technology - E3 Design Build will deploy a proprietary compound that neutralizes organic precursors in groundwater, preventing the formation of TTHMs and HAA5 and dramatically improving water safety.

  • Wiggins Engineering Air Stripper - A custom-engineered system will remove volatile organic compounds, ensuring water meets bottled-water purity standards.

  • Infrastructure Upgrades - The Performance Rebuilding Initiative will fund about $1 million in upgrades, with construction beginning Fall 2025 and completion by Winter 2026.

  • University of Houston Partnership - Timpson will join the Public Water Innovation Project at UH's College of Engineering, a statewide collaboration addressing Texas's projected 30% water shortfall by 2070. The program applies food safety testing standards to municipal water systems, ensuring rigorous quality.
