Leading US expat tax firm MyExpatTaxes is highlighting the potential impact of the SAVE Act (H.R.22) on millions of Americans living abroad, as the bill moves toward a critical Senate vote.

The US government signed the Executive Order on March 25, 2025, and the bill narrowly passed the House on April 10 by a 220–208 margin. To become law, it must secure 60 votes in the Senate — a decision that could determine the future of voting rights for millions of Americans abroad.

The SAVE Act would restrict mail-in and online voter registration by requiring in-person identity verification, effectively undoing protections from the 1993 National Voter Registration Act (NVRA). For Americans abroad, who rely almost entirely on absentee ballots, this could mean significant new barriers to registration and participation.

Against this backdrop, MyExpatTaxes warns that requiring in-person verification could effectively disenfranchise millions of citizens living overseas.

To better understand how expats view the intersection of taxation and representation, MyExpatTaxes conducted the 2024 US Election Survey, the largest of its kind, with responses from over 1,500 Americans living in 89 countries. Findings included:

  • 64% agreed with the sentiment that “no taxation without representation” still applies today.
  • Nearly 60% said they would give up the right to vote if it meant not having to file US taxes.
  • 73% reported casting ballots from abroad, underscoring the importance of absentee voting.


The 2024 MyExpatTaxes US Election Survey showed that expats are closely following the issue, with results suggesting the outcome may reshape how Americans abroad engage with US democracy in the years ahead.
