GRUA Board Director and Coach Urges Public to Step In Where Systems Fall Short

Following his recent in-depth interview “Clear Talk and Quiet Impact: A Conversation with Chip Skinner,” longtime consultant, coach, and Gainesville Regional Utilities Authority (GRUA) board member Chip Skinner is raising awareness around two growing issues: the lack of community involvement in local utility oversight and the decline of mentorship opportunities for youth.

“There’s this idea that leadership is for someone else. But the truth is, local systems need regular people to step up,” said Skinner, who was appointed to GRUA in 2024. “If you’ve ever wondered why your bill went up or why there aren’t youth programmes in your neighbourhood—get involved. Be the one who shows up.”

The Numbers: Why It Matters

Only 1 in 4 Americans say they trust local government to do what’s right most of the time (Pew Research, 2024)
Over 13% drop in youth sports participation over the last decade (Aspen Institute Project Play, 2023)
More than 60% of U.S. utilities report difficulty building public trust during rate changes or infrastructure delays (ACEEE, 2022)

Skinner believes these challenges are fixable—but only with community involvement.

“People tune out when utility boards or city councils talk, because it sounds complicated,” he explained. “My role is to translate it—to make it clear, honest, and accessible.”

From Coach to Consultant to Community Voice

Beyond his GRUA role, Skinner is the founder of Gainesville Area Lacrosse Inc. (GALAXI) and currently coaches the Eastside High School varsity boys’ lacrosse team. Over the past decade, he’s mentored dozens of young athletes.

“Sport isn’t just about winning,” he said. “It’s about structure, having a role model, and learning how to lose with dignity. And not every kid has that at home.”

He attributes much of his career motivation to gaps he saw growing up. “My family didn’t have much at first, and my father was often away. That shaped how I parent, coach, and lead.”

Call to Action: What You Can Do

Rather than asking for donations or formal commitments, Skinner is challenging residents to start small and get involved in their own way.

“You don’t need to run for office or start a charity,” he said. “Just attend one local meeting. Ask one question. Volunteer to coach once a week. That’s how real change starts.”

Five ways to make a difference today:

Attend your local utility board or council meeting and listen for issues that affect your area.
Volunteer with a youth sports team or community group that aligns with your interests.
Start a conversation with your neighbours about upcoming local projects or policies.
Mentor a young person—whether formally or informally.
Lead by example in your workplace or household by asking questions and staying engaged.

“Leadership isn’t about titles,” Skinner concluded. “It’s about being the person others can count on, even when no one’s watching.”
