Advocacy For Resilient Health Systems In Low-Income Nations: Support Expanded

The Global Health Advocacy Incubator has expanded its support for health system resilience initiatives in low-income countries following a decade of policy advocacy milestones.

The expansion comes amid new evidence that such countries face heightened vulnerability during health emergencies, underscoring the need for sustained domestic investment in public health infrastructure.

Recent evaluations show that poor-quality care in low- and middle-income countries results in over 8 million preventable deaths each year and imposes a global economic burden exceeding $6 trillion. Countries such as Nigeria, Tanzania, and Mozambique continue to rank among the lowest in health system resilience, hindered by limited governance, underfunded services, and workforce shortages.

The Global Health Advocacy Incubator's (GHAI) enhanced support targets these structural challenges through data-driven advocacy campaigns aimed at increasing domestic health funding. Working alongside local civil society organizations, GHAI provides technical guidance to develop legal frameworks, build advocacy coalitions, and deliver sustained policy change.

"Policy changes at the country and local level have population-wide effects on health and can drive long-lasting changes to social norms," said a GHAI representative. "We focus on building the advocacy capabilities of our local partners so they can lead and sustain powerful health advocacy movements."

Recent outcomes reflect the impact of this model. In Nigeria's Kano State, GHAI-supported advocacy more than doubled budget allocations for noncommunicable disease prevention between fiscal years 2024/2025 and 2025/2026. In Uganda, advocacy efforts led to increased domestic funding for epidemic preparedness. In the Maldives, GHAI contributed to historic investments in civil registration and vital statistics systems.

The organization offers specialized support, including political landscape analyses, legal strategy development, strategic planning, communications, and grassroots mobilization. This cross-sectoral approach enables partners to face complex political environments while building durable advocacy capacity.
