Gaia Dynamics Hits Major Milestone with AI Passing US Customs Classification Test with 100% Accuracy

This achievement demonstrates AI’s potential to automate one of the most complex and regulated tasks within the trade and compliance industry

Gaia Dynamics, the leading AI-driven trade compliance platform, today announced it has achieved a major milestone: its AI-powered product classification tool has scored 100% on the product classification section of the April 2025 U.S. Customs Broker License Exam (CBLE). This open-book test is widely considered one of the hardest federal licensing exams to pass – with only 30% passing it in its entirety so far this year and pass rates as low as 1.5% in previous years.

Aspiring customs brokers in the U.S. are required to score at least 75% on the 4.5-hour test, which is administered twice a year by U.S. Customs and Border Protection (CBP). Over the course of 80+ multiple choice questions (and just three minutes per question), the exam covers everything from Harmonized Tariff Schedule (HTS) classifications to valuations methods, and entry procedures.

Global trade is under greater scrutiny than ever, with tariffs, sanctions, and regulatory enforcement accelerating worldwide. The lingering impact of the Trump-era tariffs, which introduced sweeping and often unpredictable changes to U.S. trade policy, continues to create confusion for importers navigating classification and compliance. In May, the Department of Justice doubled down, issuing a major policy memo that named trade and customs fraud, including tariff evasion, as the agency’s second-highest enforcement priority. Despite this shift, the classification process remains largely manual.

To simulate this benchmark, the Gaia Dynamics team used its AI classification engine to answer the 15 product classification questions from Section IV of the CBLE (the full exam and official answer key were publicly released by CBP). Without access to any test content during training, the AI relied solely on its built-in classification engine. In just eight seconds, the engine doesn’t just provide an HS code, but also step-by-step legal reasoning, Customs Ruling Online Search Systems (CROSS) citations, and alternative possible classifications to be used under specific circumstances.
