Conti Federal Named to $15B Design-Build Multiple Award Construction Contract (DBMACC) Primarily for U.S. Military Construction Projects in Guam and Other Areas Under the Cognizance of NAVFAC Pacific

Conti Federal’s Pacific Area of Operations Expands

Conti Federal Services, a leading construction and design-build firm specializing in military construction and critical infrastructure for the U.S. federal government, has been named an awardee of a $15 billion Indefinite Delivery, Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC) by NAVFAC Pacific.

Task Orders awarded under the DBMACC will support the design and construction of a wide range of projects, from new construction to repair, renovation, and minor improvements. Project scopes will include barracks and dormitories, administrative and communication centers, schools, hospitals and medical complexes, dining halls, warehouses, industrial sites, ranges, and training facilities. The contract also covers critical infrastructure such as roads, bridges, utilities, and aviation facilities like hangars and aprons. Many of these projects require the integration of sustainable features, ensuring long-term resilience and efficiency across installations.

Work will primarily be performed in Guam, with potential projects across other areas under NAVFAC Pacific’s jurisdiction, until 2033.

“Participation in the DBMACC in Guam reflects Conti Federal’s continued commitment to supporting NAVFAC’s mission in this strategically significant location,” said Jason Roberts, Regional Business Development Director – Pacific. “Our proven expertise and disciplined approach will ensure the delivery of essential facilities and resilient infrastructure that meet the highest standards of quality and reliability.”

This award builds on Conti Federal’s growing portfolio in the Pacific, which already includes two multiple award contracting vehicles: the USACE Honolulu $495M Hawaii MATOC, and the NAVFAC Pacific $990M Indo-Pacific IDIQ MACC. Conti Federal’s experience in the Pacific region includes a building renovation at Camp Hansen in Okinawa, Japan, and a fuel system repair at Andersen Air Force Base in Guam. With offices and projects spanning multiple continents, the company is well-positioned to support the U.S. federal government’s global infrastructure needs.
