Health Data Systems For Advocacy, Policy Planning & Impact Measurement Expanded

The Global Health Advocacy Incubator is enhancing its strategic efforts to reform health data and civil registration systems as global information gaps continue to undermine health outcomes for more than a billion people worldwide.

Washington, United States, August 8, 2025 -- The non-profit organization has expanded its health data systems for advocacy, policy planning, and impact measurement to address challenges in health data collection and usage across low- and middle-income countries. The move comes in response to a growing global crisis: according to World Bank data, over one billion individuals are not captured by civil registration and vital statistics (CRVS) systems, severely limiting evidence-based policymaking and health intervention planning.

Current estimates highlight the urgency of the issue. Each year, 36 million newborns go unregistered, while nearly half of all deaths globally are not recorded. Furthermore, studies indicate that missing data in health information systems ranges from 19% to 50%, depending on the country. These data gaps hinder the ability of governments and advocacy groups to design, implement, and evaluate public health policies effectively.

The Global Health Advocacy Incubator's (GHAI) initiative reinforces national efforts to modernize CRVS and identity management systems by offering legal and regulatory framework analysis, technical assistance, budget planning support, and capacity-building for civil society-led advocacy. Its goal is to equip governments and non-governmental actors with tools to generate accurate health data, inform public health policies, and measure program effectiveness at scale.

The program's scope includes technical support for national partners, guidance on legal reforms, and strategic planning for sustainable domestic funding. By building advocacy capacity at both national and subnational levels, the initiative helps stakeholders influence policy environments and create lasting systems change.

"Policy change at the country and local level creates population-wide effects on health, proves cost-effective, and drives long-lasting changes to social norms," said a GHAI representative. "Our systematic approach ensures advocacy organizations and governments have the legal frameworks and data systems necessary to create evidence-based policies that save lives."

By reinforcing data systems, the program enables targeted advocacy campaigns, improves policy development processes, and supports accurate monitoring of health outcomes.
