The 5th Forum of the Maritime Silk Road Central Legal District Opens in Xiamen

Xiamen, China--(Newsfile Corp. - September 9, 2025) - On September 7, the 5th Forum of the Maritime Silk Road Central Legal District opened in Xiamen. Guests from home and abroad gathered in Xiamen for in-depth discussions under the theme "Making Steady Progress under the Rule of Law, Building a New Chapter of Law-Based Maritime Silk Road," exploring how the rule of law can advance the Belt and Road Initiative and international cooperation. Zhou Zuyi, Secretary of the CPC Fujian Provincial Committee and Chairman of the Standing Committee of the Fujian Provincial People's Congress, attended the opening ceremony and delivered a speech.

The forum was chaired by Shi Haoyong, a member of the Standing Committee of the CPC Fujian Provincial Committee, Secretary of the Political and Legal Affairs Commission, and Head of the Leading Group for the Construction Work of the Maritime Silk Road Central Legal District. Provincial leaders Wang Yongli, Lin Baojin, Li Jiancheng, and Huang Haikun, along with the President of the Provincial Court, Jin Yinqiang, the Prosecutor General of the Provincial Procuratorate, Hou Jianjun, and the Deputy Secretary of the CPC Xiamen Municipal Committee and Mayor of Xiamen, Wu Bin, were also in attendance. The forum also brought together relevant leaders from central state organs, legal experts and scholars, heads of legal departments from state-owned enterprises, representatives from domestic and international legal institutions, as well as representatives from universities, law firms, and enterprises.

At the meeting, Zhou Zuyi extended a sincere welcome to all distinguished guests who had traveled from afar on behalf of the CPC Fujian Provincial Committee and the Fujian Provincial Government.

He pointed out that Fujian is a major province for China's opening-up and is at the heart of the 21st Century Maritime Silk Road. Over the years, the Maritime Silk Road Central Legal District has consistently drawn in top-notch legal resources, enhanced mechanisms for foreign-related rule of law, and strengthened international legal cooperation, becoming an important platform for Fujian's deeper involvement in the high-quality development of the Belt and Road Initiative.

Zhou emphasized that Fujian will thoroughly study and implement Xi Jinping Thought on the Rule of Law, pursue systematic planning, reform and innovation, and strive to lead in advancing the construction of the Maritime Silk Road Central Legal District.

Efforts will continuously be strengthened to promote the innovation of foreign-related rule-of-law mechanisms, accelerate the development of Belt and Road legal service projects, and work to build a preferred destination for international commercial and maritime dispute resolution.

Efforts will continuously be strengthened to advance foreign-related rule-of-law exchanges and cooperation, actively expand specialized services, explore and optimize legal services for overseas Chinese, and work to enhance the influence of the "Maritime Silk Road Legal Services" brand, providing solid rule-of-law guarantees for the high-quality development of the Maritime Silk Road core area.

During the opening ceremony, Zhou, together with the representatives of the attending guests, jointly launched key legal service projects, including the Belt and Road International Legal Service Alliance Xiamen Office, the CCPIT Mediation Center Maritime Silk Road Center, the Comprehensive Service Platform for Fujian Enterprises Going Global, and the Maritime Silk Road International Supply Chain Legal Service Center, all of which together create new platforms for deeper international rule-of-law cooperation.

Among those who delivered remarks in succession were Sun Xiaofang, Deputy Secretary-General of the Political and Legal Affairs Commission of the CPC Central Committee, Tao Kaiyuan, Vice President of the Supreme People's Court of China, Shi Weizhong, Full-time Member (Vice-Ministerial Level) of Procuratorial Committee of Supreme People's Procuratorate, Yang Weilin, Vice Minister of Public Security, Wu Zeng, Vice Minister of Justice, Wang Zhenjiang, Vice President of the China Law Society, Hu Wenhui, Deputy Commissioner of the China National Intellectual Property Administration, and Nie Wenhui, Vice Chairman of the China Council for the Promotion of International Trade.

The hosting of this 5th Forum of the Maritime Silk Road Central Legal District not only injects new momentum into the development of the Maritime Silk Road Central Legal District, but also provides a broader platform for global rule-of-law exchanges and cooperation. Attending guests expressed their unanimous intention to use the forum as an opportunity to deepen international cooperation in the field of legal services, share experiences in the construction of the rule of law, and jointly promote economic and trade investment development.

Looking ahead, the Maritime Silk Road Central Legal District will continue to bring together global rule-of-law wisdom, serve enterprises in "going global" and the Belt and Road Initiative development, and help Xiamen and Fujian as a whole maintain steady progress and reach new heights in higher-level opening-up.

Furthermore, as an important activity of the 25th China International Fair for Investment and Trade, the 5th Forum of the Maritime Silk Road Central Legal District features three sub-themes: "Legal-Business Integration to Promote International Cooperation in Industrial and Supply Chains," "Improving Rule-of-Law Protection Mechanisms for Overseas Rights and Interests of market Entities," and "AI-Empowered Innovation in Legal Services." The forum will invite renowned experts and scholars at home and abroad, together with influential international organizations in the legal services field, legal and para-legal institutions, and relevant enterprise representatives to attend the event in Xiamen, participate in discussions, and expand cooperation.
