Recertification Requirements for Keeping Service Active

Every year, the USAC initiates a recertification process for all active subscribers. The process begins when USAC attempts to verify continued eligibility automatically through database checks. If the system successfully confirms the subscriber's ongoing participation in any qualifying program, recertification occurs automatically without any action required from the subscriber.

When automatic verification fails, USAC shifts to manual recertification. USAC sends a notification providing instructions for completing recertification manually. Subscribers must respond within 60 days of the initial notification.

The 60-day window for manual recertification is firm. Federal rules require that subscribers who don't respond within this timeframe must be de-enrolled from Lifeline.

The single most effective way to avoid recertification problems is to maintain accurate contact information.

Federal rules technically require subscribers to notify their carrier within 30 days if they no longer qualify for Lifeline – for example, if household income increases above 135% of poverty guidelines, or they stop participating in qualifying programs. In practice, many subscribers don't realize this requirement exists or don't understand when their changed circumstances trigger it.
