Pennsylvania American Water Completes Acquisition of the Corner Water Supply and Service Corporation Water System

Pennsylvania American Water today completed its acquisition of the Corner Water Supply and Service Corporation (Corner Water) water system for $250,000. The newly acquired water system serves approximately 450 customer connections in Shippenville, Clarion County. Pennsylvania American Water already provides wastewater service to nearly all of these customers.

“Many of the former Corner Water customers know Pennsylvania American Water as their trusted wastewater service provider, and now we’re excited to have the opportunity to welcome them as new water customers as well,” said Pennsylvania American Water President Justin Ladner. “Soon, we’ll connect these customers to our Clarion system, delivering the benefits of regionalization and improved reliability. Our goal is safe, clean, reliable and affordable water backed by decades of expertise.”

Over the next five years, Pennsylvania American Water plans to invest more than $4.3 million in improvements to the Corner Water system to meet regulatory, safety and security standards while keeping rates affordable for customers. The improvements include connecting the water system to the company’s existing Clarion water system and replacing all water meters to help ensure billing accuracy and reduce the need for estimated bills. As many water and wastewater systems across Pennsylvania face challenges stemming from aging infrastructure and increasing water quality and environmental regulations, regional consolidation, as seen in this acquisition, has been identified as a viable solution. Pennsylvania American Water’s scale as the commonwealth’s largest water and wastewater company differentiates it from other service providers in terms of the types of solutions it can offer communities in need.

Corner Water’s decision in September 2024 to sell its water system to Pennsylvania American Water was made with customers in mind—helping ensure critical upgrades, meeting regulatory requirements and providing uninterrupted access to clean, safe water.

“We decided to sell after considering the investments necessary to address aging infrastructure and the challenging regulatory environment. Pennsylvania American Water will continue to provide customers with a clean, safe and abundant water supply,” said Corner Water Principal Owner Tom Weaver. “We can't think of a better company to continue servicing our customers.”

The Pennsylvania Public Utility Commission (PUC) approved the acquisition on Sept. 2, 2025. Pennsylvania American Water will adopt the rates currently charged to the system’s customers. As the PUC regulates the company’s rates and service rules, any future changes to rates must be reviewed and approved by the Commission.

Pennsylvania American Water offers several customer assistance programs, including its longstanding H2O Help to Others Program™, which provides income-eligible customers with grants of up to $500 per year for each water and wastewater service, significant discounts on monthly bills and water-saving devices and education.
