New Mexico DFA Secures $72M in Additional Funds with Euna Grants

Modern, scalable system streamlines funding distribution and builds foundation for statewide standardization

DFA’s Infrastructure Division plays a central role in strengthening communities through strategic funding and technical assistance. Facing a growing influx of federal and state funds — accelerated by pandemic-era stimulus packages and increased natural resource revenue — the division recognized the need for a unified system capable of handling billions in funding while maintaining compliance and oversight.

Before adopting Euna Grants, DFA teams relied on spreadsheets, emails, and disconnected systems to manage multiple funding streams, an approach that left room for error and limited program visibility. With each grant program carrying distinct compliance requirements, the lack of standardization became a barrier to efficiency and accountability.

The search for a better solution led DFA to Euna Grants, a configurable, cloud-based platform designed to automate complex workflows, centralize data, and integrate with existing ERP systems. Within just six months, DFA implemented the solution for its New Mexico Match Fund, a $75 million program, while still managing other programs in legacy systems.

With Euna Grants in place, DFA replaced manual processes with a centralized hub that simplified every stage of the grant lifecycle, from application and review to approval, disbursement, and reporting. The result: faster review cycles, improved grantee experiences, and measurable gains in funding outcomes.

After implementation, DFA demonstrated a significant multiplier effect — every $1 invested through the Match Fund generated $4.25 in federal funding, helping the division secure an additional $72 million, bringing the program total to $147 million.

Equally important, Euna Grants strengthened relationships with grantees. With real-time tracking and easier reporting, DFA now disburses funds monthly instead of waiting for reimbursement. This gives grantees more flexibility, trust, and operational stability.

What began as an agency-level innovation has evolved into a statewide model for grants management. DFA has established a user group that shares best practices and lessons learned with other agencies, including how to build leadership support, prepare business cases, and plan for successful implementation.

By the end of the second year, up to 10 state agencies are expected to onboard to Euna Grants, marking a major step toward statewide standardization. For agencies not yet using a formal grants management system, DFA worked with Euna’s implementation team to create standardized templates and procedures that serve as a foundation for future adoption.
