Reinsurance Group of America, Incorporated (NYSE: RGA), a leading global life and health reinsurer, today announced the appointment of My Chi To as Executive Vice President, Chief Legal Officer, and Corporate Secretary, effective May 19, 2025. Ms. To will report directly to President and CEO Tony Cheng and serve on RGA’s Executive Committee.

Ms. To joins RGA from Voya Financial, where she most recently served as Executive Vice President and Chief Legal Officer. In this role, she led a 175-person organization, overseeing all legal, compliance, and governmental affairs, and served as a key advisor to the board. Her strategic leadership positioned the legal and compliance team as a trusted advisor and growth enabler for the business.

Prior to her tenure at Voya Financial, Ms. To served as Executive Deputy Superintendent of Insurance for the New York State Department of Financial Services. In this capacity, she led the division responsible for supervising over 1,900 life, health, and property and casualty insurers in the state.

Ms. To’s distinguished career also includes over 20 years at Debevoise & Plimpton LLP, where she was a partner in the firm’s Restructuring Group and Global Insurance Practice. She holds a Master of Philosophy in Politics from the University of Oxford, where she was a Rhodes Scholar, and law degrees (Licence en Droit and Bachelor of Laws) from the University of Ottawa.

Ms. To will replace Bill Hutton, Executive Vice President, General Counsel, and Secretary, who is retiring after 27 years with RGA.
