HomeServe Filling Important Gaps Identified in 2025 American Society of Civil Engineers Infrastructure Report Card

ASCE details need to address lead line challenges

The recently released American Society of Civil Engineers (ASCE) Report Card gave America's overall infrastructure a mediocre grade of C, yet some specific components fared even worse. Drinking water infrastructure was awarded a C- grade while wastewater received a D+.

As a provider of home repair solutions that help homeowners manage needed repairs to or replacement of their water and sewer pipes, as well as other critical household systems, HomeServe sees firsthand every day how our nation's infrastructure is failing, including the "last mile" infrastructure that directly connects homes to utility systems.

  • Over the last 20 years, HomeServe’s network of contractors has repaired or replaced about 250,000 exterior water service lines, saving approximately 6 billion gallons of fresh water.

One of the biggest challenges the ASCE identifies related to drinking water is the prevalence of lead service lines, with the Environmental Protection Agency (EPA) estimating there to be over 9 million active lead service lines in the country. The ASCE Report Card goes even deeper into the "last mile" challenge of lead service lines, noting that it costs just over an average of $10,000 to remove lead service lines connected to a home, a cost that typically falls to the homeowner.

  • Since its founding, HomeServe’s network of contractors has repaired or replaced approximately 70 miles of leaking or broken residential service lines made of lead or galvanized steel that were covered by a service line repair plan, which has saved homeowners $134 million in out-of-pocket expense.

"The ASCE Report Card highlights the critical need to address aging and failing residential infrastructure," said HomeServe CEO Tom Rusin. "At HomeServe, we are committed to being part of the solution by offering affordable service plans that help cover the cost of repairing or replacing these lines when they fail for homeowners. We are proud to work with our many municipal and utility partners to raise awareness of these issues and provide a solution to homeowners through protection plans available from HomeServe."

In recognition of the importance of residential infrastructure, HomeServe has declared May 20th as Residential Infrastructure Day. This annual observance aims to educate homeowners about their responsibilities when it comes to maintaining and repairing the critical infrastructure connecting their homes to utility systems.
