About Brad Foley, Founder & CEO

Brad Foley, Founder and CEO of HR Value Partners, built his career supporting organizations ranging from 30 to more than 2,500 employees. 

A veteran of the U.S. Army Reserve Foley, enlisted at just 17, completing basic training between his junior and senior years of high school, an experience that helped shape his discipline and leadership philosophy.

He later graduated from the University of North Texas with a degree in Business and Economics and has served on multiple nonprofit boards. 

Throughout his career, Foley saw firsthand that small businesses often have the greatest need for world-class HR, since one hiring mistake or disruption can significantly impact their success. To meet that need, he developed the Fractional HR model, a scalable, cost-effective approach that delivers complete HR expertise at a fraction of the cost of a full-time hire.

Outside of work, Brad is an avid bonsai enthusiast and hunter, pursuits that reflect his appreciation for patience, precision, and growth, values that also guide his leadership at HR Value Partners.
