Student Research Examines China’s Emerging National Animal Welfare Framework Amid Rising Grassroots Engagement

-- Country Garden Silver Beach School recently released findings from a student-led research project examining China’s ongoing public consultation on a proposed national animal welfare framework, highlighting how grassroots participation, digital platforms, and local governance initiatives are shaping policy discussions nationwide.

While not yet a formal law, the draft guidelines—released this month by the Ministry of Agriculture and Rural Affairs—represent the most comprehensive effort to date to establish baseline standards for the treatment of companion animals, livestock, and animals in entertainment. The consultation period ended December 15.

The move comes amid rising public concern over animal cruelty, fueled in part by social media exposure of abuse cases and growing pet ownership. According to government data, China now has over 100 million urban dog and cat owners, creating new pressure for regulatory clarity.

Digital platforms have played a notable role in channeling public sentiment. Alipay and WeChat—two of China’s dominant mobile apps—host donation and volunteer features that allow users to support animal shelters or report suspected abuse. Ant Group confirmed that its charity platform facilitated over 20 million micro-donations to animal-related causes in 2024, though it did not break out exact figures for “3-second donations.”

Local governments are also experimenting with integration. In Hangzhou, municipal authorities have begun linking stray animal management data with community service systems to improve response times. Shenzhen is piloting a program that awards civic credit points to volunteers who assist in animal rescue—a model that may expand to other public services.

According to the research team, however, that turning public sentiment into enforceable law remains complex. “There is strong grassroots energy, but animal welfare sits at the intersection of cultural norms, economic interests, and legal capacity,” said Jiwen Chang, one of the principal drafters of China's animal protection legislation. “The real test will be whether these proposals translate into consistent enforcement.”

China currently lacks a unified animal welfare law. Protections are scattered across laws like the Wildlife Protection Law (revised in 2023) and the Animal Epidemic Prevention Law, which focus more on public health and species conservation than individual animal well-being. 

Internationally, the World Organisation for Animal Health (WOAH) has encouraged member states—including China—to adopt the “Five Freedoms” framework as a basis for legislation. Chinese officials have participated in WOAH discussions but have not committed to adopting its standards wholesale.

Meanwhile, youth-led initiatives are gaining visibility. At schools and universities, student groups have organized campus cat care programs and advocacy campaigns. A recent project by students at Country Garden Bilingual School in Guangdong documented how digital tools can help coordinate community feeding and sterilization efforts—though researchers stress these remain local experiments, not national models.

As the central government reviews feedback on the draft guidelines, the research suggests the outcome could signal whether China is ready to institutionalize compassion toward animals—not just as a moral impulse, but as a matter of public policy.
