Cross Border Online Betting platforms run by German and Chinese Cartel

A global effort has resulted in the apprehension of organized cybercrime activities in illegal betting websites and frauds by these platforms. The betting website and online gaming network has developed to various parts of the world and is now present in South Africa, Germany, China, Singapore, and India.


The investigation of various countries has discovered that a German National, identified as the leader of the online betting and gaming platform Larc Marshelek, along with leaders based in Singapore through She Zhijiang, are rapidly expanding and operating these platforms worldwide, deceiving people into investing their money.


The Chinese embassies in South Korea and Sri Lanka also issued similar warnings recently. The Chinese embassy in Singapore said the Ministry of Public Security of China opened a reporting platform for combating cross-border and online gambling, where Chinese citizens can pass on clues and suspected activity. The law enforcement agencies in China and the Philippines cooperated to repatriate more than 40 Chinese nationals engaged in offshore gambling, according to a statement from the Chinese embassy in the Philippines. Gaming illegalities have been exposed in China by the country’s top crime-fighting agency, with over 7,200 cases of online illegal activities operating in China recorded in 2019 and US$2.6 billion in suspected online gambling cash seized. In a statement issued Monday, China’s vice-minister in the Ministry of Public Security, Sun Lijun, has been clear that despite the ‘continuous decrease’ in the volume of bets placed and in the number of visits to online gaming platforms, the country plans to continue its purge of unauthorised online gambling into 2020.

A majority of gambling websites blocked by the government on the recommendation of Enforcement Directorate (ED) bearing links to Mahadev Book platform, the financial crimes probe agency has alleged that Mahadev Book “provides illegal betting facilities in different live games like poker, card games, chance games, betting on cricket, badminton, tennis, football etc, and also provide facility for playing a number of card games like Teen Patti, Poker, Dragon Tiger, Virtual Cricket games using cards etc.” These include exchanges such as TigerExchange, and gambling websites like 11xplay, Lotus365 and Laser247 claim to be legal gambling websites by citing gambling licences issued in Curaçao. Multiple websites list “Restricted Territories” in India. he ministry of information and broadcasting has issued four advisories since June last year to newspapers, news channels, entertainment channels, publishers of online news and current affairs content, online advertisement intermediaries (like Google and Facebook), and social media platforms to not advertise online betting platforms.
