Manatt Deepens Home-Based and Long-Term Care Capabilities With Prominent Health Leader in D.C.

Edo Banach brings more than two decades of experience transforming how clients approach end-of-life and home-based care to improve the quickly evolving health care delivery system

Manatt, Phelps & Phillips, LLP, a multidisciplinary, integrated professional services firm, announced today that Health Partner Edo Banach has joined the Firm in Washington, D.C. A seasoned health care leader with a record of success in both the public and private sectors, Banach leverages his deep understanding of home-based, hospice and palliative care; Medicare and Medicaid law and policy; and health care delivery to increase access to care and create a more equitable health system for communities throughout the country.

“Innovation is a critical part of enhancing the health care delivery system, something Edo has brought to bear through his in-depth knowledge of health care law and policy across the industry,” said Donna L. Wilson, CEO and Managing Partner of Manatt. “With innovation also at the forefront of everything we do at Manatt, Edo is a natural fit for our team as they continue to introduce and help clients navigate more efficient and improved coordination of care for all patients.”

Banach has established himself as a trusted partner for post-acute and long-term services and supports providers looking for strategic legal, regulatory and policy counsel. He advises on a variety of federal and state regulatory matters, including the Health Insurance Portability and Accountability Act (HIPAA), fraud and abuse, administrative appeals, privacy and consent, and state licensing issues. He also counsels clients on Medicare-Medicaid program integrity and overlap as well as on coordinating Medicaid home health partnerships. Additionally, as former president and CEO of the National Hospice and Palliative Care Organization, Banach has extensive experience directing nationwide efforts to deliver care for patients with complex health needs, and has led numerous legislative and administrative advocacy efforts before the Centers for Medicare & Medicaid Services (CMS), the Department of Health and Human Services (HHS), and the White House.

“Over the years, Edo has worked with a wide range of health care stakeholders—ranging from payers and providers to states and academic medical centers—across government and law, building a thorough understanding of the complex long-term care landscape through various perspectives,” said Manatt Health Leader Bill Bernstein. “His deep industry knowledge and drive for innovation complement our team’s ability to meet the unique needs of our clients, and we’re thrilled to welcome him to our deep bench of professionals in this space, including Stephanie Anthony, Cindy Mann and Carol Raphael.”

A former deputy director of CMS’ Medicare-Medicaid Coordination Office, Banach helped improve program coordination and reform the delivery system for approximately 10 million enrollees. Tapping into this experience, he helps clients adapt to changes in the Medicare-Medicaid program and provides counsel on Medicaid managed care, Medicare Advantage and dual eligibles matters, among other related issues. Additionally, Banach advises clients on providing more integrated care for individuals seeking post-acute and long-term care, including for Special Needs Plans (SNPs), Program of All-Inclusive Care for the Elderly (PACE), and Home and Community Based Services (HCBS).

“Manatt’s professional services model provides a unique opportunity for me to apply all I have learned as both a lawyer and consultant to help clients better meet consumer needs,” said Banach. “I’m excited to begin this next chapter in my career, where I’ll work closely with a collaborative team of professionals to advise clients on ways to improve access to and delivery of health care in every corner of the industry.”

Banach is just the latest addition to Manatt’s growing roster of D.C.-based legal and consulting professionals in practices including Health Care (Nicholas (Nick) Bath Jr., Alice B. Leiter and Tara R. Straw); Impact Investing and Community Development (Corenia Riley Burlingame and John Dalton); Privacy and Data Security (Paul Luehr); and Consumer Protection (Bezalel (Bez) Stern). Other recent arrivals across the country include Litigation Partners Joan Lukey and Martin (Marty) F. Murphy; Land Use Partner Fernando Villa; Government and Regulatory Partner Cassie Prugh; Intellectual Property Protection and Enforcement Counsel Sherli Furst; and Manatt Health National Advisor Dr. Troyen (Troy) A. Brennan, Senior Advisor Shelli Silver, Counsel Julia Smith and Director Tracy A. Massel.

Banach received his J.D. from University of Pennsylvania Law School and his B.A. in Philosophy, Politics and Law from Binghamton University, magna cum laude.
